Rice disputes Clinton on terror claims

According to this article "Rice disputes Clinton on terror claims" from CNN, Rice who is Secretary of State blamed Clinton about trying to kill Osama bin Laden but former President Clnton refuted, moreover, Bush administration excused about 9/11.

I think that it is obviously aggressive attitude to Clinton. When he was president, the war and terror were not occured. After Bush has become president, they appeared. I think that Bush want to dodge his responsiblity so he left result about 9/11 to Clinton. It is wrong way, thus it is dictatorship . I dont understand that situation because Clinton was good president. He always thought people and world.U.S is democracy not communist. I don't why Bush administration bother clinton.
