Bush promised to help India build nuclear power plants (rewarding India)

This article says that President Bush promised to help India promised to help India build muclear power station last weeks. Without a doubt, having a good relationship with India will makes good effect in today's world. However, countries developing nuclear weapons, such as North Korea, Pakistan and Iran, may complain about this unfairly treatment of U.S. "if India, why not us?" they can ask U.S. Actually, India has developed and tested nuclear weapons against Nuclear Non-Proliferation.

I think there are two issues concernig this article. One is that the the help to build nuclear plant by U.S. could stop the renewable energy project. U.S. should help not for nuclear but for latest technology of renewable energy. The other is the unfair treatment by U.S. I understand the aim of U.S, however, they cannot avoid the claims from other countries.
